Thursday, Sept. 6, 1984 The Sentinel, Carlisle, Pa. -A 7 Free food program aired for counties Anna M. Billman, 76, 1837 SterGap Carlisle, died Wednesday in Harrisburg Hospital. She was born in South Middleton Township and was the daughter of the late Harry and Ida Mae Motter Lutz and was the widow of Lester A.

Billman. She attended Community Baptist Church, Carlisle and was a 4-H Leader in Cumberland County. She was a member of Gideons International Auxiliary Cumberland County Camp, formerly taught Sunday school in Grace United Methodist Church and taught Good News Club for Child Evangelism in Cumberland County. Surviving are three sons, Chester W. Billman, 114 Marbeth Car- Anna M.

Billman lisle; John H. Billman, RD4 Newville; and Robert L. Billman, RD1 Beech Creek; one daughter, Sharon L. Kunkel, 75 Wise Lane, Boiling Springs; one sister. Florence A.

Miller, 418 A Carlisle; 13 grandchildren and three greatgrandchildren. Services will be held Sunday at 2 p.m. in the Ewing Brothers Funeral Home, 630 S. Hanover Carlisle, with the Rev. Arliss R.

Slack. Burial will be in Cumberland Valley Memorial Gardens. Friends may call at the funeral home Saturday from 7 to 9 p.m. Memorial contributions may be made to the Gideons International Auxiliary, care of George S. Roush, 265 Webster Carlisle, Pa.

17013. William J. Calhoun William J. Calhoun, 70, 207 S. Hanover Carlisle, died Tuesday in the Holy Spirit Hospital.

He was born in Ireland and was the son of the late George and Elizabeth Black Calhoun. He was a male nurse and worked for the Cumberland County Nursing Home. He attended the Salvation Army and served in the English Army in World War II. Surviving are four brothers, Nethen Calhoun, Carlisle; Harold, G. Calvin Calvin "Skip" Gutschall, 67, 12 Far View Avenue, Carlisle, died Wednesday in the Carlisle Hospital.

He was born in Perry County and was the son of the late Harry and Sadie Waldsmith Gutschall. He and his wife operated Gutschall's Laundry at the corner of North and Bedford streets, Carlisle. He was a veteran of World War II, having served in the Navy and saw action in the South Pacific. He was of the Protestant faith and was a member of Carlisle Fish and Game Association and the National Riflemens Association. Surviving are his wife, Jean L.

Hess Gutschall; three sons, Ronald Gutschall, York Haven; Garry Gutschall, Hanover; Terri Wayne Gutschall, York; two daughters, Mary Jean Hummel, Allentown; Clarence Clarence S. Reisinger, 73, RD1 Landisburg, died Tuesday in Perry Village Nursing Home, New Bloomfield. He was a retired state employee and a former Perry County forest warden. He was a member of Fraternal Order Eagles 1299, Carlisle and Kennedy's Valley Church of God. Surviving are two daughters, Helen Clara Clara Mae Fenicle, 68, 352 N.

Middlsex Road, Carlisle, died Wednesday in Forest Park Nursing Home, Carlisle. She was the widow of George W. Fenicle Sr. Surviving are three sons, George W. Fenicle Carlisle; William Brenneman, New Cumberland; Robert Brenneman, Dover; two daughters, Nancy LaFlamme, Dover: Mary Brownewell, Carlisle; Clair B.

Clair B. Burgard, 77, RD3 Dillsburg, died Wednesday in Seidle Memorial Hospital, Mechanicsburg. He was a retired accountant for Hollinger Meats and a former teacher at the Andersontown School. He was a member of Eureka Lodge 302 Mechanicsburg, Harrisburg Consistory, Zembo Temple and the Monaghan Township Fire Company. Surviving are his wife, Alice A.

West 243-2525 Street YAW United Press International The Agriculture Department wants Pennsylvania's 67 counties to submit free food distribution plans for the poor before it distributes the $8 million allocated by the state for the program this year. "Each county is responsible for its own program and has the ability to plan ahead and tailor it to meet the specific needs of its needy residents," Agriculture Secretary Penrose Hallowell said Wednesday. The surplus food program already has gotten about 94 million pounds of federal surplus food, valued at $115 million, since it began about 2 years ago, state officials said. The state contributed about $8 million last year and budgeted another $8 million for the program in 1984-85.

The funds may be used by the counties for the purchase of food or its transportation and storage, officials said. For the first time, they also may use up to 6.5 percent of their allocations for related administrative costs. Each county's share will be determined by the number of poor residents eligible for free food, based on each county's percentage of the state's total unemployed, total Medical Assistance recipients and food stamp recipients who don't also get cash grants, agriculture officials said. "The goal of this program is to serve as many unemployed and needy persons in every area of the commonwealth as Hallowell said in a prepared statement. Allegheny County and Philadelphia are eligible for the largest grants.

'Victim' walks in MEADVILLE (UPI) In 26 years of nursing, it was a new one for supervisor Margaret Gizzie. The victim of a bicycle accident Tuesday night was identified by a cousin as Herbert Jolly, 17, of Meadville. As about 20 of Jolly's relatives gathered at Meadville City Hospital to mourn his death, the teenager walked into the emergency room.

The victim later was identified as Mogologolo Nchaeleng, 23, of Transvaal, South Africa. Police said Jolly's cousin had been at the scene of the accident and mistook the victim for his relative. "They were quiet, shocked and withdrawn and went out peacefully," Ms. Gizzie said of the family's reaction at seeing Jolly alive. She said it was the first time she had seen such a case of mistaken identity.
